White residue on 6061 Post-Anodized parts

I am working on a project that has two parts with blind counterbores (holes). One part is Type I anodize and the second is Type II.

Both parts are being recieved with a white residue on the inner counterbores. The vendor claim that is caused by inproper rinsing or cleaning caused by the blind holes on the parts?

Can anyone supply additional information/solutions/ ideas?
