the tin in the two step process is not deposited in the coating, it just changes the shade by tinting the coating. All anodizing is non conductive, it is that characteristic that stops the electrochemical reactions that form oxidation or raw aluminum or rust on steel. There are some black iridites that would keep the aluminum conductive, but I have yet to use any that actually work.
