Clear Anodized Finish Quality

The machined part is 1.5" dia X 1'' made of 6061-T6 aluminum. The outside surface needs to have a uniform cosmetic class A finish. The anodized finish callout is MIL-A-8625, D(or later)Type 2, Class 2, Nickel Acetate Seal. When we recieve the parts from our supplier the outside surface has a blotchy, mottled look to it.
Does anyone know what causes this and how it can be prevented?
The supplier has suggested changing to 6061-T651 or 6262-T9 or using a Scotchbrite finish on the outside surfaces to hide the mottled look.
