Cathode to Anode placement

Is there any specification (ISO, ASTM, etc.) that I can refer to for proper placement of the cathode to the anode and parts being anodized?

We are experiencing products on one side of the tank being too light while the other side of the rack looks fine.

I need to show a specification citing where to place cathode/anode.
